Mr. Luo once worked for the 2nd & 3rd Brigade of 2nd Geological Reconnaissance Bureau under the Ministry of Metallurgy, Longyan (City/Prefecture) Building Materials Industry Company, the Coal Industry Company, etc. He was once Manager of Longyan Metallurgy Industry Company. In August 2000, he was appointed as Director & General Manager of Zijin Mining Group. In August 2006, he was appointed as Vice-chairman of Zijin Mining Group Company Limited. Mr. Luo has rich experience in geological exploration, valuation of deposits, the operation of mining enterprises, etc.
